Looks like an electrolytic capacitor. Yes it can be replaced, if you can do electronic (de)soldering. You would need to get a new electrolytic capacitor which has the correct capacitance and voltage rating. These are normally marked somewhere on the capacitor. The capacitor is polarised, it it is vital to install the new one in the correct orientation.

Although electrolytic capacitors are a relatively common failure item, one can’t be sure that the capacitor was the origin of the failure as opposed to a symptom, nor that even if it was the origin, it hasn’t “taken out” some other components. However they are fairly cheap, so probably worth a go.

but de-soldering from what appears to be an encapsulated board could be a challenge

What sort of storage did you opt for? The usual long term storage for kipor gear seems to be a domestic or communal disposal unit sometimes with wheels which is inverted and emptied into a road going vehicle with some sort of volume reduction system and then delivered to a waste recycling plant for onward processing. Good luck if you find another solution

If I can get a couple of years more use out of it before I bin it I’ll be happy. Ps I think you will need the whole new board, as John says the encapsulation means it’s no really repairable.
