Just a 'heads up' on this topic.
It was over three years ago that the then Waterways Minister kicked the idea of CRT taking over EA responsibilities for navigation into touch. At the time, it was stated that government were still committed but finances did not permit.

On the same day, I asked for information related to this project. EA delayed for four weeks and then asked me to modify my request. I did so within hours.
Some 55 days after the original request was made EA have not responded to -
This despite a request to review the tardiness in response and a complaint to the information commissioner.
I have no view at the moment regarding EA's reluctance to respond.

The Environment Agency (EA) and Canal & River Trust have established a joint working group to
explore different options for running the 620 miles of EA-managed river navigations. It still remains
the Government’s ambition to transfer the EA’s responsibility for navigation of the rivers to the
Trust, subject to affordability and approval by the Trust’s Board and the Minister. This will help
realise the benefits of a sustainable navigation and give the public greater involvement in the
running of the waterways.

In February we told you that the Environment Agency (EA) and Canal and River Trust (the Trust) had established a joint working group to explore different options for running the 640 miles of EA-managed river navigations.
We wanted to let you know that work is continuing and, following an initial information-gathering exercise carried out by the joint working group, the Boards of the Environment Agency (EA) and Canal & River Trust have agreed to continue with further work to explore the basis for this potential transfer of river navigations from the EA to the Trust.
Both Boards believe the move, subject to agreement, has the potential to create a more integrated national inland waterway network, and a sustainable future for the river navigations, to the benefit of the people who use and enjoy them.
We’re looking at this thoroughly, in the best interests of the navigations, and we will speak with our people and our stakeholders should agreement to transfer be given.

2. Minutes and/or notes of the last three joint working group meetings together with any documents referred to in those minutes/notes (in reverse chronological order).
3. Any recorded information that justifies the statement - 'Both Boards believe the move, subject to agreement, has the potential to create a more integrated national inland waterway network, and a sustainable future for the river navigations, to the benefit of the people who use and enjoy them'.
