Serious problems if people are using these blocks for shelter.
Why can't an elsan just be an open hopper in a brick surround with a lid?
Water point can be a cast iron bollard.
Rubbish bins can be chained up.
There is no need for a building in this scenario.

The way you worded that makes me think perhaps it would be better if the CRT didn't take money of people they know are living on the boat.
Perhaps legislation (not promoted by the CRT) could bring in a ban on living on boats. The CRT could take advantage of it by requiring licence holders to confirm they don't live on the boat.
That would sort it.

I know the whole story with the NBTA is an attempt to get itinerant living on boats onto "the map" legally but I think this is dangerous territory.

Well to be fair there is no indication when you apply for a licence that you live on a boat or not, nor is there any difference in fee, so I am reluctant to consider live aboard boaters as a special case. You presume to know a lot about NBTA. Have you ever been to a meeting or an event they have one coming up soon? You might find that The nbta is just made up of concerned boaters. The organisation has done more for vulnerable boaters than any other maybe with the exception of the chaplaincy. The fact is that crt have responsibilities to the ageing livaboard boater population, if they like it or not.

I just look at it from my own perspective obviously. I don’t think crt management are stupid, so they must know that this policy is going to lead to more problems than it solves. So I can only think this is a deliberate ploy to create anti boater sentiment among local communities. The fact that they haven’t published a list of closed facilities is pathetic, they should at least let people know when they have gone.

It’s one of those things that probably can only be decided in court. So until such time, it’s all speculation. Neither of us can really say, it’s up to a judge.

The NBTA are actively trying to get this topic on the radar.
It is only my theory but it seems plausible that if and when it does get on the radar things will be made more difficult rather than easier.
We've been here before.
Too much repetitition gets boring so I will try to avoid in future future.
