I got a reply. They want another 30 days.
Dear Kirs Nadain,
Ref: EIR 27-23
Thank you for contacting Canal & River Trust with your request for information. We have treated your request as a request for information under the Environmental Information Regulations 2004 as opposed to the Freedom of Information Act 2000 as it relates to elsans, toilets and rubbish facilities.
Under regulation 7 (1) of the Environmental Information Regulation 2004 a public authority may ‘extend the period of 20 working days to 40 working days if it reasonably believes that the complexity and volume of the information requested means that it is impracticable either to comply with the request within the earlier period or to make a decision to refuse to do so.’
The Regulations allow us 20 working days to respond to your request from the date of its receipt. However, it is occasionally necessary to extend the 20-working-day time limit for issuing a response. In this case, I regret that we must extend the time limit for responding by 20 days because of the complexity and volume of the request.
We now hope to send you a response by:
30/06/2023
Kind Regards
J.Fellows

I’ve just read it. They are allowed to extend 20days but they say I’ll get it by the 30th June. So they are extending by 30 days?

Why not challenge them about not treating it as a FOI request.

Who is KIRS NADAIN ? I must say, . . it is very considerate of C&RT(Ltd) to arrange for the response to you're your request to be dealt with by someone almost as illiterate, evasive and dishonest as you. Is the extra 30 days delay going to create any more problems due to prolonging the storage period of Mr Scabby's reserve of brain transplant organs in the old cardboard boxes ?

Surely someone in the Facilities Department knows which ones are no longer being cleaned/serviced? Yep.
What is the betting that the reply just states we don't hold that info.
Challenge the change of request legalese please Kris - result will probably be the same though.

Oh I don't know, most simple jobs seem to take at least three weeks to accomplish. Or not accomplish in Ricco's case.

Donkey is right, working days is key.
However, it's 20 working days after receipt of request and then an additional 20 working days.
Your request was made on the 4th May, if we presume the 1st working day is the 5th then 40 working days is actually the 29th June and the 30th will be a day late and IMHO a breech of the Environmental Information Regulations 2004.
