Is he asking to be rescued? He may just want to die having an adventure.
It seems odd that what he is doing, while a bit mental, would be an arrestable offence.

Why is it illegal? Surely it would be up to him or was he a threat to shopping. There's this really odd thing that some people do called 'caring'. Sometimes it's because they are paid. But at other times it's more that they're there. In the case of the coastguard one suspects it's mostly the former. What he needs to do is get far enough away to be out of sight. There's always the next time.

Yet if you get to practically anywhere else without the more usually required formal qualifications you are a teensy weensy bit screwed.

The rest seem to let it slide a bit more.
