It makes sense but I suspect the nbta would be all het up.
The idea seems to be to contribute as little as one can. If not then why moan about licence fee increases?

The council would then have to provide refuse collection, at least. I have some friends who live in “chalets” on private land. The chalets have been there a long time 25 years or more. A few years ago the council turned up, thinking of getting them to pay council tax. I think they thought better of it when they worked out how much it would cost to provide bins and empty them. Nothing has been heard from them since. (The council that is.)

Perhaps this is part of the reason for the CRT taking out the bins.
Get a conversation going about who should handle Boaters and the Public rubbish.
I reckon it is local authorities. But then there is the land ownership issue. Towpaths should be owned by local authorities.

Administrators have been appointed to run Nottingham council. There are another 28 apparently all on the verge of bankruptcy.
