Yes. I do not drop litter. I use bins which are deliberately provided for this purpose. This is what I call leading by example. I can not see any reason why you would think that picking up litter that someone else has chosen to throw down could in any way be a positive thing to do. It's the opposite and in fact it is very patronising. If a ‘litter bug’ sees me pick up their litter and put it in a bin, I couldn’t give a shit if they feel patronised. Maybe that’s the kick up the arse they need. Softly and quietly... You have your psychology wrong. Someone who drops litter has been taught at some point that this is OK. Probably by parents and they probably clear up when at home otherwise it would become dangerous. If you pick it up and they see it happening they will get "permission" and carry on dropping litter.

Not sure why you want to bring the police into it though - none of their business (except in extreme cases).
It’s a criminal offence but has to be witnessed by the police ( or official)...I think... Now we are getting to somewhere closer to what I think has gone wrong.
Littering/fly-tipping etc etc used to be policed by the Police.
Nowadays many minor things such as littering and fly-tipping (is fly-tipping really minor - the penalties seem to suggest not) are handled by the local council (this includes parking stuff).
Many people resent council officials enforcing the law and call them jobsworths (why is probably a complex mindset thing) - understanding and resolving that mindset which would need to look at both sides of the thought process would be beneficial. Too often I hear/see calls for more legislation/tougher penalties when I think the solution lies within finding ways to catch and appropriately punish those who break the laws that are already in place.

you dont teach kids to drop little, they do it naturally, unless you teach them not to..
Worse ones for me are the teens in cars that go maccy d's and then drop the little half a mile away down a country lane, would love to take a shit in the paper brown bag and throw it back into the offenders car, on fire...

going from the comments, there is one by a crt spokesperson and he said they worked with multiple agencies to deal with it.
seems to back up the many comments that she had mental issues.
one question is someone from London boaters page said it was posted on there Md in his words they fucked it of and banned the poster.
I wonder if they would of done the same had the litterer been white?

Joking aside I believe that early intervention in schools would help and I think this does happen but possibly not everywhere. Obviously it would take a generation to fix it but at the end of the day school kids are going to be future parents. With any luck it's a temporary problem. I'm not sure as I have never live in one area for very long (7 years in Limehouse being the longest stay) but it seems to be an increasing problem. Perhaps its also a peer group problem especially among older children and young adults. If that's the case then its more of a technical problem. Maybe increasing the number of bins per hectare would be a valid solution. I noticed here are Dog Bins in some parks. Presumably for irritating dogs. If you find the dog annoying just bin it. It would have to go out to local consultation but I could see some merit in installing Human Bins where members of the ordinary law abiding* public would be invited to dispose of the irritating ones. *

Whilst what was happening was wrong it didn't look like normal scrotes just dumping rubbish.

Just for the record, I believe the worst kind of jobsworths are those who have no official capacity but pretend they have. BTW, you don’t need to be an official to educate people but it helps if you aren’t a twat about it by targeting innocent/well meaning people because of some personal inferiority complex. The main issue, on which I agree with MM, is education. However we seem to live in a world now where we can’t educate piss takers on the spot without getting into trouble ourselves. I genuinely believe that most of these kind of offences are caused by people who have had a bad call in life and use it as a way to kick out at society (or maybe it’s peer pressure or boredom). We talk about the lack of policing these days, but also look at the lack of social care. This is what happens when we vote for a government who support the greedy. Unfortunately there is no sensible option ATM.
