Surprised there wasn't a prosecution as it is clearly fly tipping. Shame there isn't any explanation of why there wasn't an explanation of why there wasn't a prosecution - as it stands the video combined with the survey is just another 'something' that winds people up and will change novink.

I hate littering.
However the real culprits are the people who make millions from manufacturing useless packaging. All dressed up as improving the efficiency of food storage (probably true) and transport logistics (probably true).
Its a massive industry making shed loads of money.
It is sad when people throw litter about. Unfortunately I currently live I east London (wogland) and the littering problem is horrific. The other day I was innocently walking back from the beer shop and this cunt in a shiny black bmw threw a bottle of water out his window it almost hit me. It was full of water (or piss maybe). Yes he was a Bengali but that's not the point.
Its a rapidly increasing problem which profiteers are happy to jump on.
As they say in weather forecasts "it will get worse before it gets better"

Apparently (according to our media) the police only follow through 1 in 10 crimes to conviction. They are far too busy to deal with things like this . In the old days we would be able to deal with this kind of thing ourselves...but nowadays, we’d end up being the one in 10!

I think the best approach to littering problems is to arrange "leave your litter in the street" days and put some sort of posters up. Everyone (theoretically) has equal rights so if some people think its ok to litter the streets and pavements then presumably it's OK for everyone else to do it as well.
Don't worry about bins just dump it on the pavement. Not a problem.
Maybe a "litter Sunday" or something. Weekly.

If it is a police issue why does the petition ask for support in getting local councils to take littering more seriously? ..because, the police or a council official have to personally witness it. Can’t see any of them eating into a day or two of their time to do that. It seems the video isn’t good enough. What’s gone very wrong is that people are too afraid to say something to the perpetrators because they are scared of getting done for harassment.

In the case of the scum who threw the water bottle at me the other day I did consider having a word but was concerned he might get out of the car and do a Mr stabby on me.
I hate hospitals .
I agree though that personal interaction is the way forward perhaps something like "excuse me, why do you throw your rubbish down rather than looking for a bin you worthless piece of vermin?"

Being fair it comes down to education and role modelling. My kids (6 and 8) will go out of their way to find a bin for rubbish. They walk past acres of rubbish on the pavements on way to school but the woman and I are clear that this is not acceptable.
I have seen adults with small children dumping crisp packets on the pavement. They just can't be arsed. The kids will be the same .
I just tell my girls "look, these so called people who drop their litter are just worthless awful waste-of-space shithouse scum who should not exist on this planet for duck's sake".
I'm hoping this is what they call "good role modelling". Time will tell I guess.

Video/CCTV is perfectly fine as evidence in many court cases - what makes you think that was what led to the non-prosecution?
As I indicated earlier the video and petition only lead to people making there own judgements. Without the detail it is impossible to work out what the solution needs to be - certainly doesn't appear to me that the punishment for fly-tipping needs to be increased and I doubt other laws need changing.
I just struggle to see what the video/petition will achieve. (to me it just seems like a semi-official rant)
