Hundreds of thousands? I know its not all boat dwellers but are there really that many people so far out of the system they can't access government financial assistance?

Google search says around 150,000.
Maybe it is journalistic license to say "hundreds of thousands" .
"An estimated 150,000 people live off grid in the UK, according to community website Off-Grid.net, but most who do opt to live out of campervans, house boats, converted buses, tents and yurts."

The same number who have the benefit of not having to pay council tax but still get those benefits like police and public cleaning of their environment.

I pay council tax and have been offered the assistance but I don't need help this winter so not claiming it.

Definately journalistic liscence. If you read the article it also effects people on caravan parks, who get mains electric. Because they are classed as commercial contracts with numerous users on one site. They don’t get the £400. So that’s probably where the extra hundteads of thousands come in. But I wouldn’t trust google either.
