Going back to the op why not just leave it to the elements or is it a cosmetic thing?
I am no expert but I get the impression that a shit paint job is worse than no paint. Obviously on the topsides its somewhat different because if it is not painted then you will get dirty by touching it and a completely unpainted boat would look too anoraky but underwater I tend to think painting it is a waste of time.

1. So you're not doing the blacking yourself? I would. Then you can see for yourself the true situation, and know that it's then been painted properly. 2. How old are your anodes? Slap new ones on anyway? How are they attached? 3. Stern gland packing? What do you know about it - when was it last done? If you don't know, get it done - or do it yourself - or watch someone do it so you know next time. Quite simple. 4. Black gloss above blacking = do it yourself? You can even do this when the boat is parked up alongside a nice level mooring. 5. Anodes I'm not expecting a problem with as I don't use a shoreline and they were completely unspent when I had the survey done. Stern gland packing I probably will have a look at myself before I take it in, but again if I have to pay to get it done it won't be the end of the world, I'd sooner work a day's overtime doing what I do to pay for somebody else to do it. Gloss paint above the rubbing strake, yes I could possibly do that myself but it would be easier to have it done at the same time.

Blacking is a manky shite job but requires no skill or previous experience.
I wouldn't use bituminous paint. There are many better products available than the dregs from the creosote industry!

Of course, but I would sooner be sat on my arse in the cab of an articulated lorry at the Land Rover factory looking at porn on the internet while I am waiting to tip than be stood in the pissing rain pointing a steam cleaner at a narrowboat while dressed up as a deep-sea fisherman.

I couldn't be arsed doing it myself so I took it in to a yard. He offered me bitumen at £9 a foot or a 2 pack epoxy at £10. No blasting or anything, just a pressure washer and bit of grinder around the water line. 6 months on in the clear water of the canal there are no horrible orange spots where pits lurk underneath. Not a one, and I've looked all round the boat.
Is it a load of bollocks that a hull needs to be blasted before epoxy can be applied? It's stuck nicely on mine, so far...

We found it easy enough, and the paint didn't need to be warmed up. Just pour from the big can into a roller tray or smaller container which you have in one hand as you go along. Make sure you have a rubber glove on the painting hand, and your painting arm is well wrapped with kitchen towel bound by masking tape, to stop you having a blacked arm as well! Takes a week to come off your arm. Brush first so you can rub it all in, strokes left, right, up, down - second coat mostly with roller took us only about 25% of the time of the first coat. We did 2 coats because we only had 4 days in the dry dock. The fiddly bit was above the propellor in the weed hatch recess. Wear glasses to avoid blacking going into your eyes. We also painted the weed hatch thingy, the part of it that's 'outside'. We used bituminous paint - assumed to be Rylard's Rytex.
