I'm sorry but that, in my opinion, is a very negative view of the situation.
One can always find someone to battle with, if that's what you desire.

Yes it takes consideration on both sides, I take it boats have moored in this spot for a long time. Well longer than the flats anyway. So what about crt insisting that the developers put electricity bollards in ( obviously paying) so boats can still moor there but don't have to run generators for power. So the flat owners are happy and the boaters are happy well happyish. Google 'Section 106 Agreements' kris.

what's missing is the will on the part of the developers/crt to implement them. They don't want boats on the waterways. Just voles, frogs and carp. Apparently according to a programme I watched whilst on the never ending treadmill we are 87% down on residents of waterways..eg fish/frogs etc..extinction beckons according to doom and gloom merchants..so I guess giving them lots of free from boats water, will encourage them to go forth and multiply...

Or split the canals into a two way navigation channel with no stopping and a seperate narrow wildlife flora/fauna channel alongside the towpath. With regular mooring "layby" arrangements for boats.

I'm sure 7 and 14 day moorings could still be accommodated. "Hot spot" moorings ear shops etc could have electric bollards and a mooring fee.
