The spigot already on the portholes is 215mm outside and about 40mm deep - ideally I'd want something which I could slip over and fasten with some machine screws and sikaflex. 240mm would leave quite a big gap. I guess it would be 234mm inside (3mm wall?)

could it be cut and welded with a smaller diameter

I want to find a gas bottle with an inside diameter of around 215-220mm to cut into rings to make deep porthole spigots with. Are there any bottles that size with a sensible wall thickness? 2.5mm+ would be best. I'm not going to weld them but they need to be fairly durable. I basically need 2 pieces of tube 215mm ID and about 200mm long so that the portholes (below gunwhale portholes on my barge) sit inside the internal lining and the piece of tube extends the porthole spigot to thw outside of the hull. I reckon if I can find a gas bottle its going to be easier than looking for this size tube. You will struggle to get that size ID in steel. 8" (200mm) Nominal bore in both schedule 40 and 80 pipe is too small, 10" (250mm) NB is too big. You can get 9" NB (225mm)PVC and fibreglass Reinforced Composite pipe. There is a very slim chance we might have some UV GRP 9" liner samples laying about, cant say for certain, but i i will look later anyway.
