Not a section 8 but is there not something in the legislation which means CRT are authorised to remove a vessel which is obstructing navigation ? Not so serious in pleasure boating but I'm sure there must be some fairly forceful method available to remove a boat jammed in a bridgehole. Saying that do CRT actually own any tugs ?

They do still have a canal sized Bantam, ''Will Scarlet", based in the Nottingham area, but they would soon get very sick of having to regularly send it FoC up to Aston Lock to shift a boat jammed in the bridgehole. The main drawback to this plan of action is that kris would have to buy a full Licence (PBL) just to use the bottom few miles of the Trent & Mersey as far as Aston. Much better to stick with his river Registration (PBC) and the cut through Loughborough and/or Nottingham.
