How's this for pessimism. The way things are going (and stuff does head in one direction) eventually liveaboards who would prefer never to move will vastly outnumber "proper" boaters. I believe that's already the case in that there London. These people almost certainly don't care if a lock paddle on the L and L is broken.

So don't bother doing anything then, I mean why did you even bother writing the post? You may as well just end it all now. To say that you can bark all you like because ultimately nobody is listening. The publics role in politics has been systematically reduced over the past decades so that now all you can do is give an opinion via the acceptable channels that will be ignored. When the gov grant runs out, or before hopefully, the decision will lie with someone like Gove god help us. Even if that someone is in favour they will have to justify against "not enough money for the nhs, oaps etc" and see it as not damaging to their political career. CRTs attempt at rebranding as a "well being provider" is to provide some ammo (whether factual or not) for whichever politicion(s) might decide to argue for continued financial support. Hence they don't give a hoot what boaters think though you can let them know through the approved channels. And maintenance, that double edged sword, from CRTs standpoint to keep up shows they don't need the/so much money. To fail underlines the need for their stupendous (for what they actually need to do) budget.

I think your pessimism is well placed.
However I have always thought that even if I can't stop someone 'shafting' me, at the very least I would let them know I don't like it.
There are only around 34,000 licensed boaters, which is a pitiful number compared to cyclists and anglers, and remember quite a lot of the latter groups are not fans of boating.
We have to at the very least voice protest and dissent.
At least that way, C&RT and politicians will know that they do not operate 'in my name'.

I think you might get more response if rather than a boater (fighting your corner yawn/bin letter) you were Joe Public claiming you've derived a wonderful sense of well being (that's kept you out of hospital) and hope this immeasurable positive resource will continue to be funded.

You may be right, but sometimes it's good to register the protest even if for its own sake.

Good excuse for all the loony bins to empty themselves and send all their inmates down to the nearest canal as there they will be endowed with an overwhelming feeling of 'well-being'. Sitting ducks for the Manchester Pusher!
By the way, Rog, you have given your name to CRT's mission if you have bought a licence and accepted their Terms & Conditions. Why not protest and next application write "shove your terms and conditions up your arses!" on the form?

IIRC CRT like to claim to be acting due to boater concerns but when pressed can't come up with any evidence. Assuming they do get complaints, I deduce they don't keep any records of them.

The only thing cart are concerned with is bad publicity.

As far as I'm aware (please correct me if I'm wrong) C&RT are not under any legal obligation or requirement to record complaints and publish statistics.
As far as I am aware, my 'complaints' may have been dealt with as simple enquiries.
But I know what they were.

Nah, he's a cmer, he wanders in one place. I probably do more miles a month on the boat than you do in a year with your heap of scrap.
