This is all slightly reminiscent of the "Oh look there is an exemption to the BS scheme so I don't need a BS ticket".
Same story isn't it. A really handy exemption for people in tricky situations when initially fitting out a boat so they can get licensed. Temporary solution for a recognised and real problem. NOT an alternative to having a BS ticket.
Similarly the "reasonable in the circumstances" exemption in the '95 Act was included to look after people who might get in the shit for various reasons like health problems.
Obviously people will be drawn to these things (I am technically interested) but this isn't an opportunity for people to take the piss. If you take the piss of something which is useful to others not only will you lose out but it is likely others who actually deserve the assistance will also lose out. Bad news unless you are a funamentally selfish scumbag.
It seems a bit unlikely that remaining in one place would in some way make one eligible for the EBSS (topic title).

So. I applied for the EBSS £400 beer money fund. This is what happened So it seems to me that council tax is in fact required for this. I do wonder what the status is of someone who is just 'hanging around' in an area but not willing to pay council tax or where the mechanism doesn't exist. People generally do have postal addresses, obviously as mentioned before, so this seems to be the way to do it. If one was tarrying for longer than the 14 days in an area would this mean you "have a council"? I think perhaps not as you are excluded by choice made when deciding to live on a boat with no fixed address. IT seems obvious.

I feel it is a basic error to think that the CRT would in any way give a shit about any of it.
The organisation is just that, an organisation which is currently in charge of the canal system. The personal circumstances of boaters witha plethora of different agendas and motivations is irrelevant.
Thinking otherwise is a mistake in my view.

Take this as a clue. If you don't pay council tax then do you have a council?

I suppose if one were to use driving licence as proof of address the payment will be made by the DVLA.
Of course this poster lives in a house with billed electric so it will apply automatically. For people who live on boats the story is different.

The 6 alternative forms of proof required to process the application for the £400 EBSS payment are as follows :- 1) Full current UK driving licence (not a provisional driving licence) 2) Utility bill from the past 3 months (cannot be a mobile phone bill or credit card statement) 3) Benefits entitlement letter from the past 6 months 4) Current tenancy agreement 5) Council tax exemption proof such as a bill or letter 6) Signed, dated letter with a letterhead from a boat mooring provider showing your name, address and that you live permanently on a boat on a long-term residential mooring . . . as I said, Council Tax gets only one mention, . . and can therefore be ignored completely if one of the other five can be produced, . . because producing one of the other five is sufficient for a successful application for the £400 EBSS payment. The form of proof for all CC'ers to produce is No. 6), . . . a signed, dated letter with a letterhead from their boat mooring provider, . . the C&RT, . . confirming that the CC'er applicant lives permanently on a residential boat that moves to another different C&RT towpath mooring every 14 days. The problem with that, of course, would be getting the head professional liar at C&RT's so-called Customer/Licence Support department - one Matthew Aymes by (one of his) names - to tell the Government the truth about how C&RT licences CC'ers boats, . . and how easily traceable and identifiable the CC'ers really are.

Unless you can prove that someone else pays then I would assume that this is a standard response regardless of what you use as your proof of address. Why do you think it would be different if one used a driving licence for proof of address? Do you think the system is not arranged to avoid bogus claims? Unless you can show a screenshot like mine which has different writing you are talking out of your arse.

Sometimes it seems pointless attempting to educate but it is quite amusing in some ways and nothing else to do.
You have not claimed this cost of living energy bill support because it was automatically applied to your electricity bill. If it wasn't you would be able to provide the same screenshot I have. You can't because you are not in a position to individually claim due to having a domestic electric supply rather than one provided by a commercial operator.
You can go through the initial steps which indicate which forms of ID are acceptable but you can't go any further than this.
