You are just changing the subject again. "The continuous cruiser licence" turning up on the .gov website was actually an attempt to include this group not exclude them. The CRT can charge people a different amount of money depending on how the boat is used. This is all that I have been saying from the start. You always come up with some technical bullshit and swerve the conversation but at the end of the day if the CRT want to they can charge more money for people who declare no home mooring on their licence applications. It is simple. The CRT can call the licences different things. They do this. It is factual. At some stage a continuous cruiser licence will become a recognised thing even if in your fictitious mind it isn't. Reality is often a good indicator as to what is actually happening. Living in some bizarre fantasy where you still own your boat won't get you anywhere. Rubbish, . . I'm neither changing the subject, . . nor am I having the same extreme difficulties with it that you're so obviously struggling to overcome. And once more, imagining for a moment there was a break, here we are back in Dunkley's Bullshit. You have a pathological need to attempt to demonstrate you are on some sort of higher level to the rest of us; it would be much better if you merely stated the contention in plain English, if it's possible for you to do that, which I doubt.

From the Guardian article in this link < www.theguardian.com/business/2023/mar/06/yorkshire-canal-boaters-hebden-bridge-locked-fuel-support > , and other sources, it appears that the C&RT has scored yet another 'own goal' with the pseudo-legalistic garbage it has fed to the Government about what it dishonestly describes and sells to its customers without a 'home mooring' as a 'Continuous Cruising Licence'. In reality, and in fact in statute, there is no such thing as Continuous Cruiser/Cruising Licence, . . it is simply another invention of the dishonest self-appointed statute amending lawyers who work under the direction of Tom Deards - C&RT's Company Secretary, and Head of its Illegal & Connivance Services. The one and ONLY form of Licence that C&RT have the statutory powers and authority to issue is the pleasure boat 'Licence' that, under Section 17(1) of the 1995 Act, authorises and covers the "use of the vessel on any inland waterways". There can, however, be two distinctly different sets of circumstances under which the Licence is issued. Section 3(c) of the 1995 Act provides that the Licence can only be issued in respect of boats that (i) have a 'home mooring', or (ii) do not remain "continuously in any one place for more than 14 days or such longer period as is reasonable in the circumstances". To qualify for the £400 fuel bill assistance payout, boats licensed under S.3)c)[ii] of the 1995 Act must, according to the Government rules, be moored at a fixed recognizable postal address at the time of applying for the £400 fuel payout. By its own hand, and moreover, by it own dishonesty therefore, the C&RT has created the very "circumstances" in which it is "reasonable" to stay "continuously in any one place for more than 14 days". Having now spoken with the Government's Department for Business, Energy and Industrial Strategy [BEIS] - the department to which applications for the £400 Energy Bills Support Scheme payments are made - it appears that C&RT have intentionally misled the BEIS into believing that boats covered by its mythical 'Continuous Cruising Licence' are unidentifiable and untraceable, and are licensed in the absence of any known address or means of locating their whereabouts. It also appears that this C&RT originated misinformation is the sole reason for 'Continuous Cruisers' being, at present, ineligible for the £400 Energy Bills Support Scheme payments, . . and that this ineligibility is nothing whatsover to do with whether or not these Continuous Cruisers are liable for or pay Council Tax. C&RT would be unable to continue with perpetuating the lies it's telling, . . for no better reason other than to make life more difficult for CC'ers, . . if it was confronted with sufficient numbers of holders of its mythical 'Continuous Cruising Licence' staying put in one location - in line with licence issuing condition S.17, subsection (3)[c]{ii} of the 1995 Act - until they've all received the £400 Energy Bills Support Scheme payments to which they are unquestionably entitled.
