I reckon putting the bins in a store area is a mistake because people will use the store area as a bin in itself. The bin should be in the open on a concrete base and locked to a post to prevent removal.
Bins should have limited opening to prevent them being filled with inappropriate materials. These are dry domestic waste bins not trade waste skips.
Boats being fitted out will generate trade waste which should be disposed of at a local dump / recycling facility.
If people want to fly tip then that is up to them but it is a criminal offence.

Part of the problem is local councils don't want rubbish. They make it as difficult as possible in order to deter the disposal of it, as do CRT. Changes need to be made by authorities. Blaming the general public is not an option. At one point, CRT were spending thousands on a storage facility to keep bins that had been removed from the towpath and facilities etc, I've no doubt this continues to be the case.

Most councils have made it progressively more difficult and expensive to use tipping facilities so it's no real surprise that fly-tipping has become such a massive issue.
If you put up barriers people will simply dump on the side they can reach. If the bins are full then garbage will be left by the bins.
The only recourse is enforcement but then more money may be spent on policing such places then servicing them.
People are generally a bunch of selfish entitiled twats. We're all doomed. Sometimes I find myself hoping the Ukraine thing properly kicks off.

The CRT might be financially constrained and looking to cut costs.
They should not be spending their money on dealing with people's trade waste. This is not an appropriate allocation of funds.

A few years back, CRT spent several hundreds of thousands on consultancy which eventually suggested they supply more disposal points. Obviously they ignored the advice and consequently tried another firm. That suggested the same, and CRT again ignored the advice. It seems common sense, and an interest in understanding is severely lacking from management mindsets.
