Looking at the screw photo, it needs heat to burn the paint off. Zap it with a blowtorch first.
Heat is your friend

So funny. Love them. I'm reading Raymond Feist 'Magician' at the moment. First of a trilogy my brother in law set me on with. Utter rubbish, but I'm enjoying it. Rog Read all them...you've a long way to go....

Get Foxy on the job....he'll be able to talk it out! 🙄🙄 Fucksake why not just glue something to it with Gorilla Glue, wait a day, then turn it. Easy peasy. Actually, why wouldn't this work? Super glue or Gorilla glue (whichever is better) a nut to the top of it and use a rachet to get it off. Serious question, wouldn't it be worth a go? Terry Pratchett Disc World books are superb. I am a particular fan of the Watch books, perhaps my favourite being Night Watch. Vimes is my hero. Rog One of Dave's favorite authors, me not so much. But I do enjoy watching the movies that have been made based on his books, I especially like the one about the tourist with the trunk & David Jason as the clumsy wizzard.

There isn't a glue available which is strong enough to do that. The fact that he can't get it out with an Allen key (which is what it was designed for) means it is going to be a bitch to remove so will need drilling out.

Tiny holes either side and cold chisel would be my way ( after welding a bolt or using a torque bit )

Because the glue wouldn't hold, gorilla glue certainly wouldn't, epoxy neither. Not enough surface area for a start, also you would be applying a twisting force to the glue. Welding , on the other hand, should make it one piece of metal. I suspect any fule/🦊fox kno this, even though he offered it as a helpful suggestion.

From a damaged fastener to African civil war?
That's thread drift I guess.
I hate civil war. Uncivil war is so much more straightforward.
