I don't think there is any intention to apply RCD but checking BS is going to become more rigourous. Why am I not surprised? That’s not what it says. I think you are misreading it. The proposal is that you have ONE of the following: an RCD declaration of conformity (within the first 4 years, OR a BSS OR etc etc. This is the same as now. When we had our boat built, we didn’t need a BSS for the first 4 years, the certificate of conformity was an acceptable alternative.

I've not read it all yet, got bored when I read about insurance. They seem to have found several ways to propose what powers they already have, EXCEPT maybe the possibility of requesting details from your insurer about your policy. Must look at the rest when I feel more awake.

I've not read it all yet, got bored when I read about insurance. They seem to have found several ways to propose what powers they already have, EXCEPT maybe the possibility of requesting details from your insurer about your policy. Must look at the rest when I feel more awake. To be fair the self declaration of insurance was a bit of an obvious invitation for non insured boats to be on the water. I guess it was to reduce admin but it's a bit of a silly situation isn't it.

Oddly enough (not) the three things mentioned in the '95 act.
Why do I think this a precursor to more legislation?
Nigel would have put me right about this and CRT can't apply for primary legislation but I feel that CRT can do certain things to prevent excessive abuse and perhaps this is the start of that.
As always in life it takes a very small minority of people "pushing the envelope" to mess with everyone else.
Nothing new under the sun is there.

Another aspect of this that I’ve thought about, is that this is going to take a significantly higher amount of monitoring of boat movements to stand any chance of being workable in a fair way.

Financial incentives for boaters willing to snitch on each other It's what the UK Government is doing with Covid-19 - spy on your neighbours, report to Stasi HQ, get awarded with extra rations. (and soon every boat to be fitted with tracking device - they are very cheap these days - and any tampering with such device to incur a massive fine)
