The CRT won't supply a signed letter to say you have a residential mooring if you don't. Anyone thinking this might happen is deluded. Never mind. Worse things happen at sea ! It would just have to state the facts; that you are a residential boater, do not have a permanent mooring and thus licenced as a 'continuous cruiser'. This comes back to the question "How do the CRT know if you live on the boat if you also have a land address?" They won't supply such a letter.

Yes but when you get there it actually says a houseboat on a permanent residential mooring licence. I am also interested in the interpretation of the word "Houseboat". Presumably this is a floating structure made specifically for residential use. If this were the case (not saying it is) then a narrow boat originally made for pleasure use with such things as a chemical lavatory may not fulfil the required criteria as it is clearly not designed to be continually inhabited. It might need an appeal of an appeal; I'm reminded of the guy who got housing benefit in respect of a cruising licence via a barrister and a court hearing. You know, the one whose boat sank the next day...😂

I remember yes. A converted double diagonal ships lifeboat moored for a long time near Camden.
I suppose someone could try it in court but I feel that given the fact everyone knows fraud is the way to go these days the system will have to be set up to avoid this problem.
It is plausible that payment of the EBSS is linked to council tax.

There must be at least one boater who pays for a CC licence using a PO box address. But even if you do use an address of convenience, since it is obvious this is what is happening, or even if it isn't obvious, since this is in reality what actually happens then the toss could be argued.

I have two boats. Nobody would know which I live on as my usage is random and about 50/50. One boat is registered at my home address and the other is registered using my sister's address.
Is the fact my second boat is registered at my sister's enough for me to proceed with a second claim for that boat or would it collide with the fact she will already have had the EBSS applied to her domestic electricity bill?
Do we think I can claim twice ?
It isn't all that complicated is it.

I don't think you can get past the requirement to be named on a council tax bill.
I suppose you could bullshit and get a reference number then later use it and say that your circumstances were not on the list so you chose the closest option (boat on permanent residential mooring).
I think it is interesting that continuous cruiser is a term now used on a .gov website.
Never mind the CRT we are talking about an authority who can get shit done and have teeth.
I can see a meeting where someone asks "Who are these cunts who want to be out of the system to save money then suddenly when there is free money they want to be in the system?"

IF the EBSS scheme was administered by the DWP then someone registered as NFA would be able to claim using the Job Centre as their address. I think this scheme might be administered by local councils who will want you to be on their council tax lists before sending you the beer money. Anyone can fill out the online form and out whatever they want to on there but if you have a boat and no declared mooring then you would have to bullshit that you had a permanent residential mooring. I think this could lead to problems if you actually didn't. It seems sort of obvious.

I think the point was well taken. At the BEIS's request, my complaint, observations, comments, and suggestions as to how the matter could be resolved and progressed were put in writing for e-mailing to the BEIS for the attention of the staff who've been specially targeted with and misled by all the C&RT boat Licence garbage.
